FGG writes to Governor on SFC report placing in legislature

Hyderabad, Dec.12 (NSS) M. Padmanabha Reddy, president, Forum for Good Governance (FGG) has written a letter to Governor Jishnu Dev Varma regarding State Finance Commission reports placing on the floor of the House. He requested the Governor to direct Chief Secretary to take action on S.F.C. reports along with action taken report and place it in coming Assembly session.

He stated Article 243–I of the Constitution mandates the Governor of the State to constitute a Finance Commission to review the financial position of Panchayats and ULBs and to make recommendations to the Governor for distribution of the net proceeds of the taxes of the State between State and Local Bodies (Panchayats & ULBs) vide G.O. Ms. No. 31 dated 16-3-2015 Government of Telangana constituted State Finance Commission. The Governor shall cause every recommendation made by State Finance Commission together with a explanatory memorandum as to the action taken there on to be laid before the Legislature of the state.

Studying financial position of Local Bodies the TS, S.F.C has sent its reports to the Governor and the office of the Governor, in turn, sent it to Government for action on the recommendations of S.F.C. and to place the said reports along with action taken report in the State legislature. It is very unfortunate that since last nine years.   The Government has not taken any action on S.F.C. recommendations and not placed a single report of S.F.C. in legislature. Nobody known the recommendations of the S.F.C. and the action taken by the Government on S.F.C. recommendations.

15th Central Finance Commission releases grants directly to Gram Panchayats.  The Central Finance Commission has categorically stated that “No grants will be released to local bodies of a State after March 2024 if the State does not constitute State Finance Commission and act upon its recommendations. Again, since last two years, the State Government has also not releasing any funds to Gram Panchayats, with the result, the Panchayats are not getting funds either from State or from Central Government.

Forum for Good Governance requested the Governor to direct Chief Secretary to take action on S.F.C. reports along with action taken report and place it in coming Assembly session.
