Hyderabad, July 5 (NSS): Former MP Boinpally Vinod Kumar has expressed concern over the existence of the Telangana state Legislative Council and added that There was a danger that the Legislative Council might be dissolved completely. Vinod Kumar spoke to the media at Telangana Bhavan in the city .
Speaking on the occasion, As per Article 171 of the Indian Constitution, there should be at least 40 seats in the Legislative Council and not less than that. “One-third of the assembly seats should be council members. With the constitutional amendment made by the Central government in the last term, the existence of the Legislative Council is now at stake. The anglo-Indian MLA has been removed, which has reduced the number of the legislators in the Telangana Assembly to 119,” he Vinod Kumar said that the Anglo-Indian MLA term was till the end of the last assembly term and added that there was no threat till the end of the last assembly session. “But the constitutional amendment made by the Centre came into effect from the new assembly and now that there is no Anglo-Indian member in the Assembly, the total number of MLAs is only 119, according to which the number of members of the Council has come down to 39 as per the constitutional provisions of 1/3. As per the Constitution, there should be at least 40 members, which is a violation. If anyone goes to court, there is a possibility that the council will be dissolved immediately,” he said.
He suggested that the total number of assembly seats should increase if the Telangana Legislative Council was to continue.
“Aandhra Pradesh Chief Minister Chandrababu Naidu was now a key player at the Centre and added that the two Chief Ministers of Telangana should come together and work together to increase the number of assembly seats. As per section 26 of the Bifurcation Act, the number of assembly seats in Telangana should be increased to 153 and in AP to 225 assembly seats . Earlier, the Centre had not responded to the request to bifurcate the assembly seats and made lame excuses. But in Jammu and Kashmir, they have increased the total number of assembly seats. Chief Minister Revanth Reddy should speak to Chandrababu Naidu and tell him that the number of assembly seats should be increased as mentioned in the bifurcation act and ensure that the Telangana council continues.
He recalled that a legislative council was needed and added that he had given a long speech when the bill came up in Parliament for discussion . Vinod Kumar suggested CM Revanth Reddy to make efforts to continue the legislative council. (NSS)
